How does the Recon system work? How do you know when something pops up? Is it just one tool at a time? or is it just because that's all there is right now?

As mentioned, there's the Recon thread maintained by
@GoingMyWay. If you subscribe to that thread, you'll get an email letting you know there's been a new post in the thread. Click the email link and you go to the start of new posts to see what was posted.
I wrote a small program that posts to a collaboration tool called Slack. If you install Slack on your phone and join the workspace, you'll get instant notifications whenever a new item is posted along with information about the SKU, whether or not it is current or discontinued, pricing, discounts, and what catalogs the SKU has been in (back to 2011). There's also an option to see what's next in the queue. Click the tool name in Slack and you'll go straight to Recon. Click the active/discontinued link and you'll go to FestoolUSA to verify that my logic is correct and the tool is active or discontinued.
The notifications on your phone will look like this, depending on which "channel" you're looking at. The Recon link in my signature will take you to a post with instructions on how to get going. If you have any questions, let me know.

And yeah, there can be anywhere from 1 to 50 or more units available for any given tool that is posted.
